Acteur majeur du secteur culturel, Steven Hearn a créé en 2000 l’agence culturelle le troisième pôle. Il est en charge de la délégation de service public de La Gaîté Lyrique et gérant de la revue Mouvement. Depuis 2008, ses participations sont réunies dans une structure holding, Scintillo. Depuis 2011, Scintillo développe la résidence Créatis, unique incubateur dédié aux entrepreneurs de la culture.

Steven Hearn est l’auteur du rapport sur le développement de l’entrepreneuriat culturel remis en 2014 aux ministres Aurélie Fillipetti et Fleur Pellerin.
